Low Seng Jo was born on 30th June 1983 in Alor Setar, Kedah Darul Aman. Upon completing his secondary education at Kolej Sultan Abdul Hamid he furthered his studies in Sunway University for a foundation program, Taylor’s College in Quantity Surveying and Royal Melbourne Institute of Technology in Bachelor of Applied Science (Property Management).
Upon returning to Malaysia he was appointed one of the directors of UIS Land Sdn. Bhd.
In 2016 he was awarded the Pingat Jasa Kebaktian (P.J.K.) by Yang Teramat Mulia Dato’ Seri DiRaja Tan Sri Tunku Sallehuddin, Tunku Temenggong Kedah.
He is the eldest son of Y. Bhg. Dato’ Jeffrey Low Han Chau.
