Jeffrey Low Han Chau was born on 30th November 1954 in Taiping, Perak Darul Ridzuan. After primary and secondary education he continued diploma in architectural drafting in a local college. Upon completion he started working as a general construction contractor.
He has experience in construction management for over 28 years. Government projects such as the Kajang Prison and TUDM Subang was one of his assignments. In 1992 he founded UIS Land Sdn. Bhd., a property development and investment company that undertook numerous residential and commercial projects. Due to vast experience in the line of construction and property development, he holds several directorship positions in various companies.
In the year 2000 he was awarded Ahli Mahkota Kedah (A.M.K.), in 2007 awarded Darjah Setia Diraja Kedah (D.S.D.K.) which conferred the title “Dato”, 2011 Ahli Cemerlang Semangat Jerai Kedah (A.S.K.) by Kebawah Duli Yang Maha Mulia Tuanku Sultan of Kedah Sultan Abdul Halim Mu’adzam Shah and 2016 Jaksa Pendamai (J.P.) by Yang Teramat Mulia Dato’ Seri DiRaja Tan Sri Tunku Sallehuddin, Tunku Temenggong Kedah.
His interest towards sports especially football engaged him in various football associations. He is the third vice president of Kedah Football Association (K.F.A.), president of Kedah Chinese Football Association (K.C.F.A.), deputy president of Malaysian Chinese Football Association (M.C.F.A.) and executive committee of Football Association of Malaysia (F.A.M.) 2010 to 2014 also from 2017 to 2021. In 2012 to 2017 he was the manager of Kedah Football Association (K.F.A.).
